This two-day interactive seminar will provide attendees with an all encompassing understanding of the competitive bid process. Day 1 will provide an introduction into the laws of competitive bidding and the implications of contract A and B. The various tools available and their use in conducting competitive bid requests such as tenders, RFP’s, RFI’s, RFEI’s, pre-qualification, and RFQ’s will each be examined. How to prepare an actual RFI as well as the evaluation process will also be covered. Day 2 will focus on the legalities of competitive bidding and will start with a thorough discussion on contract A and B as well as the most recent rulings of the Supreme Court of Canada. Participants will have an opportunity to test their knowledge and understanding of these rulings through interactive exercises.
LouAnn Birkett
LouAnn Birkett, CSCMP is currently the Purchasing Manager for the Regional Municipality of Durham responsible for the supervision of 17 staff members who collectively procure all goods and services required by the Municipality. In her role as Manager she is also responsible for development and delivery of various training programs both for the purchasing staff as well as clients in other Departments. Lou Ann has approximately 29 years combined experience in the private and public sectors.
Her teaching experience with SCMA includes Principles of Buying, Principles of Transportation and Logistics, Managing Supply Chain Relationships seminar, Strategic Outsourcing seminar and the CPP Workshop. She has also been an instructor for Durham College, Fleming College, Humber College, Seneca College, the Association of Municipal Clerks and Treasurers, and the Ontario Recreation Facilities Association. Part of this experience included the development of courses as well as on line instruction. She has completed her Certificate in Teaching Adults and is a Certified Trainer in Customer Service.
Lou Ann is a past Board member and Chair of the National Board for the Supply Chain Management Association of Canada, past president of the Supply Chain Management Association Ontario (SCMAO), as well as past president of the Durham District of SCMAO. In her 2 consecutive terms as the SCMAO president, she was instrumental in establishing stronger relations with the Districts through her leadership of the District Relations Committee, and was closely involved with the development of SCMAO’s District Board training program. She was also chair of the Committee for the District restructuring throughout Ontario.
